Obowiązki
- Under the supervision of the Associate Procurement Officer, as the Conference/Procurement Assistant, the incumbent runs the procurement process related to the acquiring of conference services for the ODIHR departments. In addition, as one of the five procurement assistants the incumbent supports the procurement process including requisition, procurement and receipt of other goods and services. More specifically, he or she will perform the following duties:
- Conducting preliminary market surveys for the purchase of conference services leading to the creation of long list of conference services providers and maintaining conference providers? database;
- Drafting requests for quotes (RFQs), sending out tender invitations, collecting and analysing submitted offers, evaluating them, preparing offers? comparison and recommendations;
- Preparing, negotiating and drafting contracts with preselected conference service providers;
- Coordinating the proper service delivery and checking the compliance with contract provisions;
- In cooperation with the Departments ensuring the proper closure of contracts;
- Reviewing and processing procurement requests;
- Preparing or amending specific or standardized purchase orders;
- Maintaining procurement files;
- Assisting in updating documentation and database regarding suppliers;
- Based on purchasing history and market situation, advising on best-price suitability of goods and services and providing cost?price analyses for the preparation of the annual budget;
- Providing backup for other staff members of Procurement Unit and performing other related duties as requested.
Oczekujemy
- Completed secondary education supplemented by commercial courses and courses on purchasing techniques and travel services.
- Four years of experience in the purchasing field in an international environment.
- Excellent knowledge of English and Polish, including drafting ability and excellent communication skills to negotiate with vendors. Knowledge of Russian is desirable.
- Knowledge of automated procurement systems; some computer experience (word processing, spreadsheets), including maintenance of databases for procurement purposes are essential.
- Knowledge of hotel and conference centres is an asset.
- Ability to co-operate effectively with people of different national and cultural backgrounds.
Oferujemy
- Monthly remuneration, subject to social security deductions, is approximately 5,986 PLN. OSCE salaries are exempt from taxation in Poland.
- Social security will include participation in the Vanbreda International medical insurance scheme (current approximate deduction for a staff member is 35 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.
